I was born in Los Angeles, California, but was raised in Las Vegas, Nevada. I attended college after graduating high school and i am a proud alum of several schools I attended. I have a Juris Doctorate (JD) degree from Abraham Lincoln University (ALU), a Master of Science (MS) degree in Criminal Justice from California State University Los Angeles (CSULA), a Bachelor of Arts (BA) degree in History from Loyola Marymount University (LMU), and an Associate of Arts (AA) degree in Administration of Justice from Los Angeles Southwest College (LASC).
I have been a police officer with the Department of Veterans Affairs since June 2004, and I have been a sergeant since July 2019. I have worked my entire career in patrol. During my career, I have been and currently hold collateral positions of Field Training Officer (FTO), Terrorism Liaison Officer (TLO), and Crisis Negotiator on the Crisis Negotiation team (CNT). I also work as a clerk for a law firm and have done this since June 2002. Prior to becoming a law enforcement professional, I was in sales for more than thirteen (13) years.
During my career in law enforcement, I have attended numerous training course and received several designations. In addition to the Crime Prevention Designation (CPD), I have designations as a Level One National Crime Prevention Specialist (NCPS), Certified Fraud Examiner (CFE), Certified Fraud Specialist (CFS), a Professional Certified Investigator (PCI), a Law Enforcement Certified Property and Evidence Specialist (CPES), and a Corporate Certified Property and Evidence Specialist (CCPES). Charles T. Brown, MPA is a self-proclaimed “street level researcher” working at the intersection of health, equity, and transportation. Mr. Brown has spent his entire career committed to the fight for more equitable, inclusive, and livable neighborhoods in the US and abroad. Mr. Brown currently serves as a senior researcher with the Alan M. Voorhees Transportation Center (VTC) and adjunct professor at the Edward J. Bloustein School of Planning and Public Policy, both at Rutgers University. Mr. Brown is a member of the Transportation Research Board (TRB) Pedestrian Safety Committee, TRB Bicycle Transportation Committee, Urban League of Essex County, and the Region II Healthy Equity Council. Officer Isaac Burciaga is a tenured police officer with more than a decade of law enforcement experience. He has worked various assignments during his career as a Patrol Officer, Professional Standards Investigator, Lead Officer, Terrorism Liaison Officer, Background Investigator and is currently assigned as Assistant Training Coordinator for the Los Angeles Police Department, Security Services Division, with a mission to ensure the safety and security of elected officials, employees and the public.
Officer Burciaga continuously strives to achieve the highest level of quality in all aspects of his work. He is committed to career development and education. He is a certified California Peace Officer Standards and Training (POST) level II instructor. Officer Jeff Butterworth is an eight-year veteran of the Sam Houston State University Police Department. Currently assigned to the patrol division of the department, Officer Butterworth also serves as the department’s sole certified crime prevention specialist. Officer Butterworth is certified as a Crime Prevention Specialist through the National Crime Prevention Association (NCPA), Texas Crime Prevention Association (TCPA), and the Texas Commission on Law Enforcement (TCOLE). Officer Butterworth achieved the Crime Prevention Through Environmental Design Professional Designation through the National Institute of Crime Prevention in 2018. Officer Butterworth has specialized his focus to the continuation of crime prevention and community out-reach at the college level, where he participates in a variety of public speaking engagements at the university level, state crime prevention conferences, local high schools, and other public events. Officer Butterworth is the former 1st Vice President to the Gulf Coast region of the Texas Crime Prevention Association.
