Rick Gramer is currently assigned to Irvine Police Department’s Threat Management Unit as the Threat Mitigation Officer. His responsibilities include conducting physical security assessments and providing violent intruder response training courses to local businesses, educational institutions, and houses of worship.
Prior to his current assignment, Officer Gramer spent 6 years as a School Resource Officer focused on the safety needs of 10 middle schools within the Irvine Unified School District and the Tustin Unified School District. During that time, he developed an educational program designed to support the positive youth development of thousands of middle school students. The program is called SEAMS (Student Empowerment at Middle School) and remains a thriving program within the community.
Officer Gramer was previously assigned as the Assistant Team Leader of the Irvine Police SWAT Crisis Negotiation Team. His responsibilities included leading the negotiation team to resolve high risk, crisis incidents.
Officer Gramer acts as the IPD liaison with the Special Olympics of Southern California (SOSC). His leadership in coordinating and implementing fundraising events has helped raise tens of thousands of dollars to help support SOSC.
In addition to his law enforcement career, Officer Gramer also held the position of Adjunct Professor at Hope International University in the Criminal Justice Department.

Memphis native Joe Gurley, II is a Bartlett High School graduate. After serving in the United States Air Force as a security police officer, in 1988, Joe returned to Memphis and joined the Shelby County Sheriff’s Office as one of the first 9-1-1 operators in Shelby County. The following year, Joe joined the University of Tennessee Campus Police and received his POST certification. In 1990, Joe rejoined the Shelby County Sheriff’s Office and was instrumental in implementation of a program targeting youth alcohol and drug abuse. Joe was awarded the Lifesaving Medal by the Sheriff’s Department in 2004, and retired in 2015. Joe has also served as a chief executive in two private security companies which did extensive work in high-crime apartment communities.
Additionally, Joe has earned the Crime Prevention through Environmental Design Professional Designation from the National Institute of Crime Prevention.
