Ms. Lindsay Smart, AICP, is a Senior Parks/Trails Planner with the Durham Parks and Recreation Department and is primarily responsible for long range master planning, feasibility studies, implementation plans, crime assessments and advancing park and trail projects from the planning phase toward project delivery. Mark Solomon is a Crime Prevention Coordinator for the Seattle Police Department. A Seattle native, Mark has been with the Department for over 29 years, working with community groups, individuals and businesses on public safety issues, and quality of life issues that impact public safety.
Mark is a retired United States Air Force Lieutenant Colonel. He was also the founder of Obsidian Security Group, a Seattle based security staffing and consulting enterprise. Britt has established her landscape architectural career around greenway and trail placemaking, natural resource-based recreation projects, and active community design and planning. She co-chairs Alta’s National Trail Service Area, leads the firm’s east coast Landscape Architecture practice, and is an expert on Crime Prevention Through Environmental Design (CPTED) along trails. Britt serves nationally on the East Coast Greenway Alliance Board of Trustees and locally on the Chattahoochee Parks Conservancy Board of Directors. She has worked collaboratively with engineers and planners, urban designers and in a volunteer capacity across the country to develop projects that activate communities and improve the quality of life. Britt has a strong technical understanding of the design and construction challenges associated with public trails in all types of landscapes and infrastructure palettes, and as a result brings a unique understanding of user experience associated with linear space.
Britt is qualified to identify strategies and concepts that effect human behavior and influence a project’s real and perceived safety. She also performs field assessments and site plan reviews, as well as writing CPTED ordinances, design guidelines, and reviewing construction documents for CPTED best practice.

Jay Toth is a 35-year veteran of law enforcement, retiring as a Lieutenant with the Volusia County, Florida, Sheriff’s Office. Jay supervised the crime prevention and school resource deputy program and was part of the school security assessment team providing security surveys, reviews, law enforcement services and training to the school district. He regularly provided community education programs to neighborhood watch groups, home-owners associations, students, parents, citizen groups, clubs and associations on topics such as cyber-crime, internet safety, neighborhood watch, frauds, scams, school security, and crime prevention through environmental design (CPTED). He completed numerous security and CPTED surveys, inspections and reviews for commercial, residential and educational facilities during his career.
He has been instructing law enforcement topics on a state-wide basis for over 20 years, including crime prevention and school resource officer topics for the Office of the Attorney General of Florida. Jay currently instructs topics on the state, national and international level such as Basic CPTED, Advanced CPTED, CPTED for Schools and CPTED for Houses of Worship for the Florida Office of the Attorney General and the National Institute of Crime Prevention.
Sharon Uslan’s role as Regional Director at ENGIE is to partner with public institutions in Illinois. She is responsible for coordinating all aspects of development, including managing the relationship, communication, identifying customer requirements and priorities, developing financial alternatives, allocating resources, preparing communications and proposals, negotiating agreements and more.

I am a lifelong Wisconsinite and resident of Milwaukee since 2006. My educational background is in Psychology and Spanish (Bachelor of Arts, Carroll College n.k.a. Carroll University) and International Affairs (Master of Arts, Marquette University). My primary professional experiences are in the nonprofit field, and I have experiences working for organizations that focus on mentoring, data collection and analysis, and neighborhood revitalization.
I am bilingual (English/Spanish) and spent nine months studying abroad in Ecuador, South America and 16 months as a volunteer in Nicaragua, Central America. I have also visited states such as Minnesota, Illinois, California, and Nevada, as well as Washington D.C. to learn about and observe the built environment and strategies to reduce crime.
In addition to serving as a crime reduction strategy, I value CPTED as a tool for broader community engagement and input. Community and personal safety often stand out as issues of importance to residents of all kinds of neighborhoods. I have found that many people have an intuitive understanding of CPTED principles (especially sightlines, lighting, and the general effect of the built environment on behavior) and that engaging the community in CPTED evaluations provides common language and social infrastructure to catalyze meaningful change.
